The United States and China have brokered an agreement that will block Myanmar’s military rulers from addressing the United Nations’ General Assembly next week, according to a report in Foreign Policy.

But the deal will require Myanmar’s defiant, still-serving U.N. ambassador to desist the rhetoric he deployed last year in denouncing the military’s power grab. It will also delay any effort by Myanmar’s rulers to press for U.N. membership to recognize it as the legitimate government in Myanmar, at least until November, the report said.

The arrangement, which was described by multiple diplomatic sources and representatives of advocacy groups familiar with internal deliberations, has been informally endorsed by representatives of the European Union, members of the Association of Southeast Asian Nations, and Russia.
