Taiwan's President Tsai Ing-wen reassures foreign businesses in the self-ruled island that it will not be the "provocateur" and will be "cautious" in managing relations with China, in a speech during a dinner event at the American Chamber of Commerce in Taipei. China has recently held three-day military drills around Taiwan in a show of force it described as a rehearsal to "seal off" the island.
