Spring Revolution Daily News for 23 September 2023 

The National Unity Government (NUG) 

  • The spokesperson of the Chair of the United Nations General Assembly stated that Ambassador U Kyaw Moe Tun would remain Myanmar’s Permanent Representative to the UN. 
  • Ministry of Human Rights-NUG released the cases in which the junta army had fired mortars from a military vessel, invaded the village, set fire to the public’s houses and killed 7 people. 
  • In Bago Region, Thayarwaddy PDF attacked the junta army invading in Bago Mountain Range. Reportedly, 2 junta soldiers died. 
  • At 3:00 pm Thursday, there was a meeting (31/2023) between Ministry of Home Affairs and Immigration-NUG and District People’s Administration. 
  • In New York, United States, there was a meeting between the President of East Timor and the Union Ministers of the NUG outside of the 78th UN General Assembly. 
  • At 10:00 am Thursday, the NUG Central Committee on the Interim Public Administration conducted a meeting (38/2023). 
  • According to Ministry of Defence-NUG, over 300 junta soldiers died in August in local battles in No. (1) Military Region consisting of Sagaing Region, Magwe Region, Mandalay Region and Northern Shan State. 
  • In Gantgaw Township of Magwe Region, local PDF attacked the junta army camp near Kantthat Village. Reportedly, 3 junta soldiers died and 15 guns were confiscated along with bullets. 

Revolution Activities 

  • In the eastern part of Taze Township in Sagaing Region, the junta army conducted an air raid on Thegone Village via Mi-35 helicopter. Reportedly, 4 people including a child aged 6 years and a woman aged 20 years were seriously injured. They are in critical condition. 
  • On Friday, a combined rally of villages from Yinmabin Township marched against the military dictatorship and expressed their support for Ambassador U Kyaw Moe Tun. 
  • On Friday morning, there were raids into two junta stations including the immigration office in Taze. Reportedly, no less than 14 junta soldiers died and 14 guns were confiscated. 
  • On Thursday evening, U Zaw Zaw Min, a former student of the 88 Generation and the father of the focal person for Yangon Regional Operation, died of liver disease in a liberated area. 
  • In Tontay of Yangon Region, there was an attack on the junta camp near the clock tower in town at about 4:00 am Thursday. Reportedly, a junta soldier died and 3 others got injured. 
  • According to the displaced women in Karenni State, they will sell traditional hand-woven dresses to earn some income. 
  • In Pakkoku Township of Magwe Region, there was a bomb attack via drone on a junta convoy between Nyaunggyitbin Village and Kandaw Village. Reportedly, there might have been casualties among junta soldiers and their ammunition was confiscated. 
  • In Paukkaung Township of Bago Region, there was a mine attack on the junta troop invading local villages. Reportedly, there might have been casualties among junta soldiers. 
  • In Minhla Township of Bago Region, local PDF attacked the junta army entering the mountain range, killing 2 junta soldiers. 
  • On Thursday, the US Foreign Minister stated that they would provide another 116 million USD for humanitarian assistance in Myanmar and Bangladesh. 
  • In Shweku Township of Kachin State and Kathar Township in Sagaing Region, the junta army killed 8 local people. They also burnt over 80 houses and 40 motorboats. 

Ethnic Armed Organizations (EAOs) 

  • In Kawkarait of Kayin State, a combination of Karen Forces has been fighting Tika Pale, a junta army camp in the area under Karen National Union Brigade (6), since 20 September. 
  • Working Committee For Chinland Council Conference – WCCCC was set up to draw up the draft constitution for a federal democratic union with full self-determination in Chin State and to conduct a Chin State Conference. 
  • In Beelin Township of Mon State, the junta army conducted aerial bombing on the former headquarters of the KNU Brigade (1) and the strategic office. 
  • The Second Military Chief Officer of Karenni Nationalities Defence Force claimed that they would keep fighting for liberation of the whole country, starting from Karenni State. 

The Military Council 

  • In Sagaing of Sagaing Region, the military junta arrested the owner of Hello Mobile in Podan Ward on Wednesday morning and sealed off the shop. 
  • The military junta dismissed Chief Police Officer Aung Htay Myint from the Department of Combating Crimes across the border, Sagaing Regional Chief Police Officer Nyan Myint Kyaw and Mandalay Regional Chief Police Officer Sein Lwin. They also conducted an interrogation against them. 
  • According to the junta Ministry of Hotel and Tourism, tourists would have to inform their arrival a week in advance due to the security conditions in Myanmar. 
  • According to the junta Labour Ministry, Myanmar workers via overseas employment agencies can transfer 25% of their monthly salaries to their families through 3 legal ways. 
  • According to the junta Myanmar Rice Federation, exporters are prohibited from dealing across the areas and they are to collect rice, not from farmers directly, but via commercial centres. 
  • According to Bangladeshi Ambassador to Myanmar, visa-free privilege would resume for diplomatic and officer passport holders from Myanmar and Bangladesh. 
  • In Naypyidaw, there was a meeting between the junta army and Restoration Council of Shan State. 
  • There was a meeting between Myanmar and Qatar with regard to bilateral agreements to be signed between the two countries. 

Summary on 23 September 

  • The military junta announced that international tourists must inform about their tour a week in advance before they come to Myanmar due to security conditions in the country. In other words, the junta just indicated they do not have control of the situation on the ground. 
  • The Second Chief Military Officer of the KNDF delivered a military speech. In Chin State, the WCCCC was formed to draft the state constitution and hold Chin State Conference. Given the preparations of the EAOs and the PDFs for the revolution, they are picking up the momentum of military, diplomatic and political revolution against the military junta.
