2010.10.18 Election Commission held its first press conference for the international media, domestic media and foreign diplomats. UEC Chairman U Thein Soe said that voting will not take place in 54 constituencies where only one candidate has registered to contest and hence won the seat by default. He also said that there are no plans to invite foreign election observers and permission for foreign journalists will be decided by the relevant government ministry. In addition, he said that the UEC has already finalised a list of voters eligible to caste advance-votes. Political party candidates and Independent candidates will have to end their campaign by October 31. Election result will be announced a few days after election.

Burma's ruling junta will appoint the commission that will have final say over the country's first elections in two decades, state-run newspapers announced.
The commission organizes and oversees Burma's upcoming national election.

According to the election law the duties of the commission include the following: to hold parliamentary elections, to supervise parliamentary elections, form regional election commissions, approve constituencies, create national voters list, to approve candidates and form an oversight committee to solve disputes between parties regarding the election. The law also gives the commission the power to determine if parties are abiding by the election rules.

Procedure The election commission has announced that the election will be a free and fair; as a result the election commission will allow voters to change their ballots if they mistakenly tick the wrong candidate. An Election Commission officer also said that people can inform the commission if they find out that either members of election commission or local authorities are collecting money for election. The commission will prosecute such abuse of powers according to laws.

On 15 and 16 July, U Win Kyi accompanied by responsible persons inspected the sites for polling stations in Magway, Yanangyoung, Chauk, Natmauk, Myothit and Taungdwingyi Townships and fulfilled the requirements.

Members of District Election Sub- Commission and Chairman of Township Election Sub- Commission U Zaw Weik and members discussed election laws, regulations and duties of subcommission, returning officers and members, and conducted demonstrations on voting process. It was attended by altogether 406 members from ward/village-tract Election Sub- Commission in Thongwa Township.

Member of the township election subcommission U Khin Maung Kyi made clarification to Pyithu Hluttaw Election Law and Regulations; and member of the township election subcommission U Shwe Mann, on Amyotha Hluttaw Election Law and Regulations. Member of the township election subcommission U Aung Naing explained facts about Region/State Hluttaw Election Law and Regulations; and member of the township election sub-commission U Myint Thein, about work guidelines to ward/ village-tract election subcommissions; and Secretary of the township election sub-commission U Myo Thet Kyaw, about work guidelines to township election subcommission. The course was attended by 245 trainees.

2010.06.17 Dimawhso Township, Kayah State Training An electoral process course for members of Dimawhso Township/ Ward/Village-tract Election Sub-commissions, returning officers, deputy returning officers and staff of polling booths was opened at the city hall of Dimawhso with an opening speech by Secretary of Kayah State Election Sub-commission U Khin Maung Yi. Secretary U Khin Maung Yi gave lectures on work guidelines for Ward/Village-tract Election Sub-commissions, Member of Kayah State Election Sub-commission U Sai Thein Lwin on the work guidelines for returning officers and deputy returning officers, and Member of Kayah State Election Sub-commission U Sai Mya Thaung on laws and rules on hluttaws to the trainees. A total of 245 members of Dimawhso Township, Ward and Villagetract Election Sub-commissions and returning officers and deputy returning officers attended the course. A similar course was held at Tawwin Thazin hall of Basic Education High School in Pruhso. Secretary of Kayah State Election Sub-commission U Khin Maung Yi, Members U Sai Thein Lwin, U Sai Mya Thaung and Dr Than Win gave lectures on work guidelines on ward and villagetract election subcommisions to 147 members of Township/ Ward/Village-tract Election Sub-commissions, returning officers and deputy returning officers.

2010.06.11 Bawlake Township, Kayah State Training The opening of Electoral Process Course for ward and village subcommission members, returning officer, deputy returning officer and polling booth staff was held at Bayintnaung hall in Bawlake Township, Kayah State, with an address by Secretary U Khin Maung Yi of state sub-commission. Working guidance, laws and rules were lectured at the course at which a total of 10 trainees were attending. Similarly, in Phahsaung Basic Education High School, the opening of Electoral Process Course for ward and village-tract sub-commission members of Phahsaung Township and Mesae Township, returning officer, deputy returning officer and polling booth staff was held on the following day. A total of 85 trainees attended the said course.

Meeting A work coordination meeting between member of the Union Election Commission U Myint Naing and chairmen, secretaries and members of Mandalay Division, Nay Pyi Taw, Yamethin, Meiktila, NyaungU, Myingyan, Kyaukse, PyinOoLwin and Mandalay District Election Subcommissions was held at the meeting hall of Mandalay Division General Administration Department. Announcement Burma's ruling junta opened the registration period for political parties planning to take part in this year's election by announcing the "Rights of Formation and Registration of Political Party" and "Rights of Continued Existence and Registration of Political Party" (No.2/2010). State radio and television announced that new and existing parties can register at the Election Commission office in the administrative capital of Naypyidaw. The government also published texts of new bylaws for party registration and polling. parties must register by May 7.

Statement Chairman of the Union Election Commission, Thein Soe, told visiting US Assistant Secretary of State Kurt Campbell that the formation of a political party by the government's current ministers, who are also expected to be candidates in the election, is "in conformity with the law” because they are considered political appointments not civil service personnel.
