Background
Kayin State Democracy and Development Party was set up by leaders of Karen ceasefire groups, the DKBA, KPF and a group led by Phadoh Aung San. The Karen leaders were persuaded by Gen Kyaw San, Information Minister of the junta to jointly form a political party. Pha-an locals allege the junta is giving it funds, drawing its party policy, procedures and is advising KSDDP led by elder ceasefire leaders.
