Citizenship Scrutiny Cards, formerly known as National Registration Cards, should be issued to people with disabilities who are eligible voters but do not have national ID cards, said U Lamone Ka Hpan, headmaster of a school for the blind in Myitkyina in Kachin State.

He also urged authorities to compile a comprehensive list of those affected in Kachin State.

According to the lists of the Kachin State sub-election commission, 1859 out of more than one million eligible voters in Kachin State are disabled.
